DESCRIPTION OF OFFENSE:This offender’s victim pool are minor aged female’s.His last conviction in 1996 was based upon his victimizing a 15 year old female and involved repeated acts of penetration. Force and violence were then employed to direct her into prostitution. In 1994 this offender committed a CSC with penetration on a 15 year old female stranger after she accepted a ride from him. Physical force was used to gain compliance.
CONDITIONS OF RELEASE: EXPIRED In April, 2005, a District Court Judge Vacated Mr. Blacks 10 years of Conditional Release which ended any supervisory control over him. Therefore, he is no longer subject to supervision.* Since his last charge and conviction for Promoting Prostitution was not a sex crime, he was not subject to the Conditional Release obligation.
