This offender has advised the Minneapolis Police Department that he is living in our community and is residing in the area of the 3600 Block Of Colfax Avenue North, The McKinley/Folwell Neighborhoods. Include a non-penetrating offense with his 3 year old son. Some of these victim’s reported the crimes as occurring in a youth camp when Mr. Fulkerson was a youth
camp counselor. Mr. Fulkerson shows prior Minnesota revocations for possessing sexually explicit material, operating a computer w/internet access, failing to comply with his agent’s instructions, and for engaging in prohibited contact with minors.
