This offender has advised the Minneapolis Police Department that he is living in our community and is residing in the area of the 3900 Block of Girard Avenue North, Weber-Camden Neighborhood.
DESCRIPTION OF OFFENSE: This offender’s victim pool are juvenile females aged 13 to 16. The offender plied his victims with alcohol and tobacco as a means to gain their compliance. The sexual contact included attempted fondling and attempted penetration offenses. He was acquainted with his victims as they happened to be acquaintances of his roommate’s children. Mr. Fisher has a prior conviction for 2nd Degree Assault (1990) for stabbing an adult male he had just met. Further, he had 5 previous revocations for a variety of
supervision failures.
Previous Authority : The Eagan Police Department.
