Visitors for someone on 37th/Penn using one way on 37th as personal parking area and congests traffic coming off of Penn going east to alleys. Complainant has seen cars back out into Penn in order to go around to their alley ways. Finds this most dangerous with traffic flow on Penn. Will call traffic and seek no parking signs. Has called 911 but parked vehicles gone by time squad gets there. Also has concern about kids on fencing and getting down somewhere they shouldn't be.
