Bill Sempel, who owns 3600 Fremont North just left our office. He is very upset over the loitering around his apartment building. He said the males are jumping his fence and sitting on his wall doing business all day long. Before he came in he said the police told a regular to move on, which the man did, but once he figured police gone, he was back. Bill used a word to describe him that I did not know, but in essence he said the man had dread locks and usually wore a winter coat which he hangs from his head down his back-now has on a jacket. He said he walks back and forth and Bill takes him as a look out for those dealing. Bill has seen him pop out of or into the duplex at the alley line facing 36th, between Emerson and Fremont. Thinks he is connected to the group at 36th Emerson North on the east side of the street (3554). His building does have a no trespass sign and he has chased them off his property constantly when he is there. Said that he chased them and they left, then he drove around to come up alley and entered in the back door, only to go out front and surprise them in his front area again! They have wrecked his fence and he is sick of them. The pace is picking up very quickly. The man in the wheel chair that is there on the corners often, has only one leg. Said he’s about ready to get out of the rental business. I gave him a Sector Map Contact and told him to call Lt. Sauro. He is telling tenants to call 911, though one of his tenants who had called and asked to be anonymous , was approached by the person they had called on and was very scared.
